Understanding CNCESA
Learn about the Champlain Valley North CESA (Act 170), our six member school districts, and how regional collaboration delivers shared services and expanded opportunities for Vermont students.

Welcome to the Champlain Valley North CESA Website!
Established pursuant to 16 V.S.A. Chapter 10, as amended by Act 170 of 2026, a Cooperative Educational Service Area (CESA) is a regional public entity created to help local school systems collaborate and deliver shared programs efficiently. By working across traditional district boundaries, CESAs allow member districts to pool resources, maximize public education dollars, reduce administrative duplication, and broaden opportunities for students across our region.
Who We Are: Our Member Districts
The Champlain Valley North CESA brings together six member supervisory unions and supervisory school districts across Franklin, Grand Isle, and Chittenden counties:
Franklin Northeast Supervisory Union (Enosburgh-Richford Unified Union SD & Northern Mountain Valley Unified Union SD)
Franklin West Supervisory Union (Fairfax SD, Fletcher SD, & Georgia SD)
Grand Isle Supervisory Union (Alburgh SD, Champlain Islands Unified Union SD, & South Hero SD)
Maple Run Unified School District
Milton Town School District
Missisquoi Valley School District
The Purpose of CESA: Regional Strength, Local Impact
The primary purpose of the Champlain Valley North CESA is to complement and strengthen the work of our member school districts without replacing local governance
By coordinating regional strengths, CESA enables member districts to
Increase Student Opportunities: Expand access to high-quality, specialized educational and therapeutic programming for students ages 3 through 22 in the least restrictive environment
Maximize Public Education Dollars: Leverage regional buying power and shared service structures so that taxpayer dollars directly benefit student learning
Build Staff Capacity: Provide shared, high-quality professional development and establish regional pools of specialized, hard-to-fill personnel
Expand Career & Technical Education (CTE): Ensure middle and high school students have genuine, equitable opportunities to participate in and benefit from CTE pathways
Services Offered & Needs-Based Expansion
Under 16 V.S.A. § 604(a), state law defines foundational core service areas that CESA is equipped to offer when requested and approved by the CESA Board of Directors
Special Education Services: Implementation and maintenance of multi-tiered systems of support (MTSS) and the provision of low-incidence, high-cost special education services and evaluations
Business, Information Technology, and Administrative Services: Shared business office operations, technology infrastructure, procurement, and administrative support
Union School District Creation Facilitation: Consultation, asset mapping, and facilitation support for districts exploring union school district creation
Driven by Regional Needs Assessments
Beyond these mandatory foundational areas, CESA will dynamically introduce additional programs based on regional needs assessments conducted across our member districts
As local data and district leadership identify shared challenges, CESA is authorized to scale specialized, cost-effective solutions, such as
Itinerant Specialized Staffing Pools: Shared regional positions for hard-to-fill disciplines such as Speech-Language Pathologists, Board Certified Behavior Analysts (BCBAs), and School Psychologists
In-Region Therapeutic Programming: Developing specialized, close-to-home therapeutic programs that allow students with complex needs to remain in local school settings
Job-Alike & Professional Learning Communities: Facilitating shared professional development and peer networks for educators and specialized staff
Curriculum & Instructional Coordination: Regional alignment of learning goals and shared instructional resources
Regional Transportation Coordination: Streamlining specialized transportation for shared programs, CTE centers, and out-of-district placements
Facilities Master Planning: Assisting member districts with long-range educational facility planning and infrastructure assessments
